Government Library Service mission statement and aims

Mission statement

The purpose of the Government Library Service is to support the business needs of the Northern Ireland Civil Service by developing and promoting desk-top access to the information resources held within departmental libraries and on the NICS e-Library; and also to contribute to the wider aspects of information handling offering advice to Departments on information management best practice.

Aims

Exploiting IT effectively

We aim to utilise to the full our library management system's capabilities to integrate and streamline processes, promote and enhance collections, and improve and develop services including self service. We aim to take advantage of the increasing range of digital information resources available from the desk-top to create the most appropriate information environment for civil servants combining the best value mix of access and holdings.

Collaboration and co-operation

We aim to work together to make the holdings of individual departmental libraries available to all civil servants throughout Northern Ireland in order to maximise the value of our investment in stock. We aim to work with other local, regional and national libraries particularly through the LISCNI inspire scheme to make these holdings available to others who may need them.

Managing effectively

We aim to develop effective and efficient administrative systems, procedures and policies for managing Library personnel, finance, buildings, equipment and projects. We aim to ensure that these systems and procedures fully interface and are compliant with developments elsewhere in the NICS to achieve maximum effect and with minimum duplication of effort.

User-focused services and collections

We aim to manage and develop our collections, services and facilities in ways that fully satisfy our users need for information. We aim to do this by putting our users at the centre of everything we do through consultation, liaison and benchmarking, and by developing a series of information awareness and information skills programmes that are fully focussed on what our users want.

Staff training and development

We aim to maintain and develop our staff through systematic training on a departmental and collective basis to improve staff knowledge and skills, giving a high priority to management development, team working, IT skills and customer care.
